- ➤ Kevin Coe, known as the South Hill rapist, is set to be released from the McNeil Island commitment center into a care facility—two psychologists ruled his age and poor health no longer justify civil commitment—while he must continue registering as a sex offender and face a trial in Spokane County on Oct. 2.
